Measuring Women Health Empowerment under the project localization of SDG 5 in Pakistan
This project, “Scoping Review of Measurement and Reporting of SDG 5 in Pakistan”, established a comprehensive baseline for all SDG-5 indicators by examining existing data sources, measurement methods, national progress, and related research. The review identified critical gaps in gender statistics and monitoring, highlighting Pakistan’s ongoing challenges in addressing gender inequalities despite global commitments under the 2030 Agenda. Through an in-depth analysis, the project provided clear evidence of deficiencies in reporting and emphasized the urgent need for stronger data systems, financing, policies, and governance mechanisms. This project has contributed essential knowledge to guide future strategies for advancing gender equality and strengthening Pakistan’s global progress on the SDGs.
This project, conducted by Fatima Jinnah Women’s University in collaboration with the Center for Global Public Health-Pakistan and the University of Manitoba, developed a measurement framework for SDG-5 (Gender Equality) in Pakistan. Piloted in Rawalpindi with a survey of 1,160 women across 29 Union Councils, the study explored women’s socio-demographic characteristics, economic and social empowerment, decision-making power, domestic violence, and health-seeking behavior. The study highlighted gaps in national gender statistics and emphasized the need for improved data systems. Based on the results, policy recommendations included strengthening women’s property and inheritance rights, expanding access to education and healthcare, promoting reproductive health rights, preventing gender-based violence, and enhancing women’s political and decision-making participation. The project has contributed an important evidence base for advancing Pakistan’s progress toward achieving SDG-5.
